Biography

Attorney Rozalina Handzhiyska has over 10 years of professional legal experience in banking, insurance and public administration, including agriculture and healthcare. Her approach combines detailed legal analysis with an understanding of the practical, financial and organisational aspects of each matter.

She has held legal counsel and chief legal counsel positions at DSK Bank and Piraeus Bank Bulgaria. Her work has covered lending relationships, securing and recovering debts, creating, amending and releasing security interests, restructuring credit obligations, insolvency and enforcement proceedings, and representation in civil and commercial litigation.

As legal counsel at Lev Ins Insurance Company, she gained experience in insurance law, with a particular focus on recourse liability and the judicial protection of insurance claims. Her work included legal opinions, statements of claim and representation in recourse proceedings.

She has served as senior legal counsel at the Regional Directorate of Agriculture in Blagoevgrad and chief legal counsel at the Regional Health Insurance Fund in Blagoevgrad. Her experience includes drafting and reviewing administrative acts, assessing their lawfulness, administrative and employment disputes, and public procurement procedures.

In the energy sector, she has advised on acquiring real estate for photovoltaic power plants, their commissioning and subsequent operation.

Practical experience in a notary’s office complements her knowledge of property law and notarial proceedings. She is a qualified mediator registered in the Unified Register of Mediators maintained by the Ministry of Justice.
